The core goal of the program is to increase the access of the urban poor to basic services such as water, sanitation, solid waste management and energy by promoting inclusive partnerships between local government, business and communities. Around the globe, nuclear power is being reconsidered as a hedge against rising oil prices and to combat damage to the Earth's climate. Unlike power stations that burn coal, oil or natural gas, nuclear generators produce none of the carbon dioxide blamed for climate change. In March, G8 Energy Ministers meeting in Moscow concluded that nuclear power engineering is very promising, especially for developing economies facing energy crisis. The U.S. has already agreed to aid India on nuclear power, and China has plans to build 30 new nuclear reactors by 2020 to meet its booming energy needs. But the nuclear industry has powerful foes, making it a certainty that the 2006 G8 Summit energy debate in Russia this summer will be controversial.
