Participation in governance decision-making promotes and preserves transparency. Citizen involvement, independent research, and monitoring of governments by NGOs are long-recognized forms of civic engagement for promoting transparency. Aid Effectiveness International Groups Monitor Flow of Tsunami Aid to Aceh Three months after a powerful earthquake and tsunami devastated the Indonesian province of Aceh, relief agencies are putting into place measures to monitor the aid sent for reconstruction. Aid workers say the good news is that during the emergency phase of the disaster, when the focus was on rushing food, medicine and water to victims, there were only limited signs that aid was being lost to corruption. The big concern now for international donors is what happens in the next few months, when hundreds of millions of dollars of aid will flow to begin rebuilding Aceh. More  Civic Engagement Freedom of Information Laws promoting Public Sector Transparency In many countries international organizations working with local community based organizations have succeeded in achieving the passage of freedom of information laws that allow civil society greater access to information. The highlight will explore how and to what extent FOI laws enhance NGOs and individual's ability to engage in efforts promoting transparency. It will also focus on organizations dedicated to building the capacity of civil society to achieve greater transparency in the public sector. In addition the highlight will showcase transparency efforts in South Africa and Pakistan.   More  Culture Promoting Transparency through Media Development Fostering independent media is a key component for ensuring public sector transparency in developing countries. The only multilateral forum in the UN system to promote media development in developing countries, UNESCO’s International Programme for the Development of Communication (IPDC) funds media projects that strengthen communication skills and advance people’s participation in democratic governance. In March 2005, IPDC announced grants to 51 media projects in developing or transitional countries, among them Mongolia’s Media for Transparent Governance. More  Governance Promoting Transparency and Good Governance in Latin America and the Caribbean Over the last two decades, the Latin America and Caribbean region has undergone democratic transformation; former authoritarian regimes have collapsed, and new democratic political systems have been instituted. Transparency is widely considered a critical component to achieve good governance. The Development Innovations and Alliances team of the Office of the Executive Secretary for Integral Development of the Organization of American States (SEDI/OAS) has led numerous efforts to promote transparency throughout Latin America and the Caribbean. NEW!  More  Governance Global Designs and Dimensions for Public Sector Transparency High standards of ethics, transparency and accountability in the public sector are prerequisite values of good governance and sustainable development that not only strengthen public policy and public sector performance but also play a crucial role in preventing systemic corruption. Transparency is also high on the agenda of the World Trade Organization, particularly in the government procurement area. Government procurement is a $3trillion+ market and thus constitutes a significant portion of world trade. Research demonstrates that opaque tendering procedures discourage potential bids from both domestic and foreign firms, often leaving governments dependent on bids from a small group of “insider” firms. As a result, contract prices tend to be higher and quality lower. A third public sector transparency issue is related to trade policy formulation; while most agree that it is beneficial to involve civil society in trade policy, so as to leverage their knowledge, foster greater accountability, etc. there is no easy formula to accommodate their participation. In this highlight we aim to shed some light on the current debates and initiatives in these areas.  More  Youth for Development Taking a Stand for Good Governance and Peace Youth can play an effective role in ensuring good governance and promoting peace since they are the future leaders of our world. Training programs that teach youth methods of preventing corruption in their daily lives are having an impact on their participation in the politics and governance of their countries, even before they can vote or take a legal stance on issues.
