The requested resource (/editor/default/) is not available Sandra Aluoch Sandra Aluoch is currently the manager of the Information, Communication and Technology (ICT) department at the African Virtual University (AVU), Nairobi, Kenya. She is responsible for the management of the Partnership for Higher Education in Africa bandwidth consortium for the 13 partnership-supported universities in East, West and South Africa. She is also responsible for managing the acquisition, installation, testing and commissioning of the 15 AVU sites in East and West Africa and the VSAT component of the African Development Bank support program to the AVU. She is a member of the Africa Union (AU) Special Advisory Committee of the Infrastructure and Energy Commission reviewing the proposal to the AU by the Indian government for the establishment of a Pan-African Telecommunications Network utilizing VSAT networks. Susan D'Antoni Susan D'Antoni heads the Virtual Institute of the Institute for Educational Planning (IIEP), created by UNESCO in 1963 and based in Paris. A native of Canada, she previously managed a national survey of correspondence education, distance education development at Ryerson Polytechnical University in Toronto, the Projections and Analysis Unit for education at Statistics Canada, and research and policy analysis at the Association of Universities and Colleges of Canada. Since joining IIEP in 1995, she has worked mainly on the development of instructional materials and distance education, including a research study on 'The Virtual University: policy, planning and management issues.’ C. Enrique Peláez Jarrín C. Enrique Peláez Jarrín is Professor of Information Systems and Computer Engineering at Escuela Superior Politécnica del Litoral (ESPOL) in Quito, Ecuador. He is the founding Executive Director of CEDIA (Ecuadorian Consortium for Advanced Internet Development) and serves as director of the Project Innovation in Education in Primary Public Schools of Santa Elena Peninsula, supported by Ancon Project; director of the Mobile Community Learning Centers Project, in the Provinces of Bolivar and Guayas, supported by the CAF; and director of the Innovation in Education in Public High Schools (ATEES) through the use of Information Technologies, supported by the Ford Foundation and Carnegie Mellon University. He has led several IT for education projects for Ecuador’s Education Ministry and directs the CIBER@PRENDIZ Project, supported by the InterAmerican Development Bank (IADB). A Fulbright-LASPAU Scholar to the U.S., he holds a Ph.D. in Electrical and Computer Engineering from the University of South Carolina, U.S. Stewart Marshall Stewart Marshall is Director of the Distance Education Centre at the University of the West Indies (UWI), Barbados, and founding editor of The International Journal of Education and Development Using ICT.  Dr. Marshall moved to UWI in March 2004 from Central Queensland University in Australia, where he was the foundation Dean and a Professor of the Faculty of Informatics and Communication. Although originally an electrical engineer with the Central Electricity Generating Board in the UK, Dr. Marshall has worked in higher education since 1973 in England, Papua New Guinea, Australia, Southern Africa and the Caribbean. He was the foundation Professor of Communication at the Papua New Guinea University of Technology, foundation Professor of Communication Studies in the Faculty of Arts at Monash University, and foundation Coordinator of Academic Studies and Professor of Distance Education at the Institute of Distance Education at the University of Swaziland in Southern Africa. Bob Moon Bob Moon is Professor of Education at the Open University (UK) and founding director of TESSA (Teacher Education for Sub-Saharan Africa). He joined the University in 1988, after more than 20 years as a secondary school teacher, including the headship of two large urban secondary schools. In 1991 he established the Centre for Research and Development in Teacher Education which includes the research group on International Development in Teacher Education. Bob Moon has written extensively on curriculum and teacher education (specialising in Europe and Sub-Saharan Africa). Dr. Moon has advised a range of national governments on education policy (including most recently Egypt, Lesotho, Nigeria, Rwanda and South Africa) and has also been an adviser to international organizations such as the EU, COL, OECD, UNESCO and the World Bank. Ron Perkinson Ron Perkinson is Senior Education Specialist at the International Finance Corporation, World Bank Group. A native of New Zealand, prior to joining IFC in 2000, Mr. Perkinson was Chief Executive of Multi Serve Education Trust in New Zealand. He is a member of Global e-Forum and the International Roundtable on e-learning, an invitation-only group of 60 professionals selected to advance quality international e-learning case studies and best practices in the global higher education and corporate training sectors.
