The Development Gateway invited Walter Fust, Director General of the Swiss Agency for Development and Cooperation (SDC) and Bernard Mazer, Chief of the ICT team at USAID to talk about their agencies' priorities in ICT as a development tool. More  ICT for Development Digital Solidarity Fund To reach out to communities that are marginalized and underserved by markets the President of Senegal, Abdoulaye Wade, proposed the formation of the Digital Solidarity Fund. The idea is to levy a voluntary “tax” on industrialized nations, which can then be used to finance information and communication technologies for development. More  Trade and Development Fostering an Economic Climate for Offshoring Offshoring entails cost reductions and initial job losses and is therefore by many viewed as both a benefit and as a potential threat; at least in the developed countries. For the less developed countries (LDCs), however, attracting offshoring from developed countries is predominantly an economic advantage due to the positive employment effects and the indirect spill-over effects on skills and technology. More  Foreign Direct Investment FDI and Information Society: Synergies for Development Developing countries are seeking to create a favorable business environment to attract more foreign investment in ICT. In addition, effective use of ICT can enhance investment potential. A few examples are considered here. More  Microfinance ICT and Microfinance Institutions New information and communication technologies (ICT) have transformed recent approaches to development on Microfinance Institutions and operations worldwide. This collection of papers and reports explores issues such as the benefits of ICTs for MFIs, how MFIs and the poorest countries could take advantage of the new technologies, and, more specifically, the strategies which can be implemented by using the expansion of information society.
