Country practices, as well as new information technologies, can promote donor confidence in governance, financial accountability, and transparency that can lead to more willing donor cooperation. What steps are being taken to develop the skills that countries need? How can new technologies make a difference? A Development Gateway survey asked: What tools and mechanisms best support aid harmonization? Vidyaratha Kissoon – Guyana The presence of national strategies and policies, such as Guyana's Poverty Reduction Strategy Paper, helps to inform the donor programmes. Working on cohesive conditionalities across donor agencies ensures that there is better capacity to manage programmes. Le Nhu Xuan – Vietnam Application of high technology, especially the Internet, will contribute to quicker and more convenient internal and external communication. The Internet will be the linking-bridge to access advanced and modern knowledge throughout the world and it can help improve intellectual standards and the ability to apply those experiences to manufacturing and trading. Simultaneously, through the Internet, features of Vietnamese culture can be introduced to everyone throughout the world and also seek partners for importing and exporting local products. The Internet provides the traditional function of the communal house as village meeting place. Jeffrey Tshabalala – Zimbabwe The pillars of development include developing capacity for policy and strategy analysis, strategy formulation, implementation, reporting, monitoring and evaluation. These are the foundation for aid harmonization and will ensure that national priorities, systems and capacities are the key drivers for development assistance and its implementation. Aid harmonization, in this regard, will be embedded in national resource mobilization mechanisms, reporting and monitoring and evaluation frameworks. Budget support based on sector-wide approaches fosters mutual partnerships between recipient countries and development partners. A clear exit strategy is needed as a lever for this process. Michael Demian – U.S. One of the most effective methods of supporting aid harmonization is to create significant public-private partnerships between local government agencies/entities and private firms for development project training, management, and implementation. This will enable a collaboration of ideas, resources, and knowledge transfer in order to ensure effective capacity building at all local levels. Education and technology will play a momentous role in contributing to effective capacity building. Incredible prospects never known before currently exist for capacity development. The ability to offer education and training via e-learning to government staff, community and international development professionals, and private local entities provides an opportunity to empower individuals and enable them to exchange information and knowledge in ways that were never before possible. In order for any private/public partnership to work effectively, regardless of the type of project, the private firm must work with local entities and international partners to enhance training and local capabilities to ensure that long-term goals are met with maximized local participation. Radhakrishnan Puthenveetil – India The most effective methods to support aid harmonization should include a handy list of most reliable and socially committed politicians, government officials, and academics who can make critical social assessments, voluntary agencies (not necessarily all NGOs), and their track record. Those with any dubious record of spurious activity and siphoning off aid resources should be black-listed and exposed. The adage that too many cooks spoil the broth applies to aid administration as well. Yusuf Dogo – Kenya The best mechanisms for supporting aid harmonization are networking and building global coalitions at the grassroots, sub-country, country, regional and global levels; and enhancing democracy, strengthening participation at all levels, eliminating corruption, canceling debt, promoting fair trade and, above all, benefit from debt relief. All these are directed to meeting the MDGs. Amara Yunus – Pakistan The following will help deliver effective aid. 1) involve experts from donor as well as recipient countries; 2) involve people from the recipient communities; 3). keep the context of specific religious, cultural and economic needs in focus; 4) relate all aid to essentials in the lives of the recipients. For example, someone who has no food to feed his family is not going to bother about whether there are enough trees in the area or not. But, if you show him that by planting trees he can sell the wood and use the leaves and branches to weave baskets, then he is more likely to listen; and 5) planning and implementation of aid projects MUST involve people at the grassroots level for sustainability and perpetuity. Mohanna Haddad – Jordan Formulate very strict and clear criteria for development assistance with the authorities in the states concerned. Establish special units of the UNDP in countries to supervise and, if necessary run, the development projects. Establish a planning corps for the study of poverty pockets and take the decision of what projects could be more effective in combating poverty (agricultural, industrial, education, trade, tourism etc). Cleophas Torori – Liberia Align development assistance around national policies and programmes with government leadership; harmonize the budget calendar of government and the financial calendar of donors; rationalize the number and frequency of coordination meetings and avoidance of duplication; prioritize and rationalize donor assistance by supporting government in its budgeting process to ensure expenditures are aligned with available resources. Ekanath Khatiwada – Nepal By developing a joint forum for country-specific support and complementing each other rather than competing each other. Aid is not a game of competition but of complementing each other for the same goal: to reduce poverty. Ashok Sharma – India The most effective methods to support aid harmonization in my view are: A fair assessment model for the NGO -donor agency direct interaction with the field NGO; cutting across the barriers of inefficiency and corrupt machinery prevailing in some countries in South Asia; direct aid and encouragement to new NGOs that are bubbling and passionate to deliver results but have acute paucity of funds to achieve MDGs or other dreams that help and empower community in many ways. Emmanuel C. Roldan – Philippines Constant communication between and among stakeholders. Allow the 'Let the poor have the first say policy' and make them accountable for what they commit to do to help themselves. Localize strategies based on the local situation and maximize use of existing indigenous skills and knowledge.
