Capacity Building for MDGs Good Practice Papers on Strengthening Procurement Capacities Procurement is a core function of public financial management and service delivery in developing countries. The efficiency gains from better procurement can make a significant additional contribution to financing achievement of the MDGs. This highlight focuses on the OECD/DAC paper "Good Practice Papers on Strengthening Procurement Capacities." More  Aid Effectiveness How aid effectiveness is evaluated to meet the Millennium Development Goals Donors want their foreign aid contributions to lead to effective results. Benchmarks are needed to evaluate success in aid delivery in the social sectors encompassed by the Millennium Development Goals. From evaluations of projects to reduce HIV/AIDS to ones measuring the spread of primary school education in developing countries, these tools are invaluable in determining what works and what doesn’t. This Aid Effectiveness topic page highlight looks at some of the current evaluation reports related to the MDGs. More  Governance Sound Public Sector Financial Management to Tackle Corruption Globally, donors seek ways of streamlining aid delivery and thereby increasing aid effectiveness. According to World Bank research on aid effectiveness, aid has a large effect when countries have sound management. The action plan to improve public management in aid-funded projects focuses on areas such as financial management harmonization, and harmonization of procurement procedures. The United Nations and other international organizations are taking measures to ensure public accountability of how aid money is spent. To reach the Millennium Development Goal of halving the number of people living in extreme poverty by 2015, governments all over the world need to seriously tackle corruption in the public sector. More  Afghanistan Reconstruction New Mechanisms to Manage $4 Billion in Aid Afghanistan has received over $4 billion in aid since the ousting of the Taleban. With the exception of Iraq, that is more money than is being invested in any other crisis region. Both the donor agencies and the civil society organizations in Afghanistan have established mechanisms to ensure aid harmonization to facilitate efficient and effective delivery of humanitarian assistance. More  ICT for Development Using E-Tools to Get the Most Out of Donor Funds ICT can enable development agencies to make the most out of limited donor funds by allowing them to exchange information, coordinate their efforts and collaborate. There are several examples of how ICT is helping to promote transparency and aid effectiveness in various parts of the globe. More  E-Government Increasing Efficiency of Development Programs for Greater Aid Effectiveness Bilateral and multilateral donors as well as partner countries have been introducing new approaches and modalities for aid sourcing and delivery, aid management and accountability. e-Government tools in general and ICT-based aid management tools in particular are intended to increase efficiency of development programs and facilitate more productive utilization of aid. More  E-Learning The second Millennium Development Goal (MDG) calls on the international community to ensure that by 2015 all boys and girls will be able to complete primary school. A book from the World Bank assesses the likelihood of achieving universal primary school completion (UPSC) – the most important of the Education for All (EFA) goals – by 2015. The book presents a wealth of statistics on educational indicators lays out the policy reforms and incremental domestic and international financing required to achieve UPSC. More  Iraq: Relief & Recovery The Challenge of Humanitarian Coordination in Iraq: NGOs meet to discuss The NCCI (NGO Coordination Committee in Iraq) organized a workshop on Amman, Jordan June 6-7 and 9, 2005, culminating in a conference to which other stakeholders (Iraqi authorities, donors, UN agencies and Iraqi NGOs) were invited. The objective of the Workshop was to review the collective NGO actions over the past two years, and from these to define a way forward to improve delivery of humanitarian assistance in Iraq.
