The Millennium Development Goals are ambitious benchmarks to reduce poverty in the developing world by 2015. Monitoring and measuring development projects will be an important step in gauging progress toward the goals.  How can countries work with donors to meet these goals?  What measures are being taken to coalesce support for individual goals? Read about on the following seven Topic Pages pages. Indigenous Issues MDG-Based Poverty Reduction Strategies: Where do Indigenous Issues Fit In? UN Secretary General Kofi Annan has asked countries with extreme poverty to prepare MDG-based poverty reduction strategy programs (PRSPs) by the end of 2006. Among the world's poorest populations, indigenous people are coalescing to ensure that indigenous issues are included in national poverty reduction programs, particularly in relation to education and indigenous women. Poverty reduction strategies are required for most donor funds. But, to be included in PRSPs, indigenous people need to first get the attention of local governments. More  Population and Reproduction Health Challenges of the MDGs: Working Together to Improve Health Systems for Women and Children The Task Force on Child Health and Maternal Health is responsible for developing an operational framework of action for meeting Millennium Development Goals 4 and 5, to reduce child mortality and improve maternal health. Effective coordination of in-country activities among various actors will be essential to ensure that the key targets of reducing the under-five mortality rate by two-thirds and reducing the maternal mortality ratio by three-quarters by the year 2015 are met. In its 2005 report, Who’s Got the Power? Transforming Health Systems for Women and Children, the Task Force identifies three interconnected challenges that must be addressed in MDG strategies. The report discusses what aid agencies are doing to reach MDGs 4 and 5 and outlines recommendations for more effective policy and mechanisms for the coordination of international aid. The authors of this report note the necessity of increased investment by national governments and the international community that will be required to meet the Goals. More  HIV/AIDS Lack of Harmonization Jeopardizes HIV/AIDS Programs According to UNAIDs, “Lack of harmonization among donors at country levels means that resources are wasted and people who need help do not receive it. In effect, lack of harmonization kills people.” This statement underscores the urgency of current efforts to harmonize aid, particularly to achieve the Millennium Development Goals that are reliant on numerous groups and governments working together. Funding for programs directed towards the prevention and control of HIV/AIDS is shrinking over time, even though the epidemic continues to engulf countries around the world, with more than 40 million people infected, and the numbers rising - there are twinges of anxiety among development agencies and governments of the developing world. What will happen as the contribution from funders is reduced? More  Environment How to Coordinate Efforts and Monitor Country Policies in the Progress towards Achieving MDG 7 Millennium Development Goals (MDGs) includes MDG7 ‘Ensuring Environmental Sustainability’. This ambitious goal identifies three targets (9-11) and eight global indicators (25-32) in order to provide countries with an overarching framework to monitor progress towards environmental sustainability. Clearly, countries cannot underestimate the importance of making progress towards achieving MDG7 goals, particularly due to the interrelated nature of this global agenda for action. Given this view, it has been argued by a number of individuals and organizations that MDG7s framework lacks a prescribed course towards environmental sustainability and fails to effectively illustrate specific actions to reach its targets. How can policy-makers and development practitioners both coordinate efforts and monitor country policies towards achieving MDG7?"More  Water Management Water and Aid Coordination: Do Not Let Water Aid Go Down the Drain Coordination and harmonization of donor aid is particularly important for water-related assistance, because water resources often span state and political boundaries Aid coordination is a desirable alternative to the privatization of water resources in many places. By coordinating policies and procedures, donors to developing countries can relieve administrative pressure on recipient governments and enable the most effective provision of water and sanitation assistance. More  Urban Development Improving Living Conditions for 100 Million Slumdwellers: Monitoring Progress in the World’s Cities Reaching urban-related MDG targets will not be easy. The UN Millennium Project estimates it will take $18 billion each year to improve living conditions for 100 million urban slumdwellers by 2020, Target 11 of the MDGs. Meeting that gThe requested resource (/editor/default/) is not availableoal will depend on organizations like the Global Urban Observatory, a project of UN HABITAT. GUO improves the base of urban knowledge by helping national governments, local authorities, and civil society develop and apply policy-oriented urban indicators, statistics and other information. UN HABITAT monitors overall progress toward the MDG goals through its Monitoring Systems Branch, which also operates a Best Practices and Local Leadership Program for cities. More  Non-Governmental Organizations NGO Perspectives on the Millennium Development Goals NGOs are important in the global fight against poverty, and through their roles in advocacy, service, and empowerment they can push this agenda forward to make progress on the MDGs. The actual implementation of these goals relies heavily on the commitment of local, regional, and national NGOs. They are looked upon to educate their communities about the importance of participating in the planning, implementation, and monitoring of development projects that work to reach the MDGs and to hold their governments accountable for achieving these goals. International NGOs work to support the local NGOs, filling the gaps when necessary. More  Microfinance Donor aid to support financial service for the poor is crucial to meet MDGs In the Millennium Development Goals framework to alleviate poverty by 2015, fostering and maximizing the effectiveness of the donor aid to support financial services for the poor is a crucial step. Moreover, the harmonization of aid delivered by the donors, the private sector, the development state and civil society is necessary in order to improve the efficiency and effectiveness of the support. This collection of documents will provide guidelines to support the donors in their commitment process and raising some important related issues.
