Multilateral and bilateral donor cooperation is a relatively recent concept that is changing the way that development agencies conduct business. The goal is to increase aid effectiveness, but achieving it requires taking into consideration complex factors--from unique country conditions to foregoing the practice of every country planting its own flag as a donor. Aid Effectiveness Aid Harmonization and Alignment: Tools for Aid Effectiveness Starting with the Rome Declaration in 2002, aid harmonization has been gaining momentum with OECD donor countries as a more effective way to deliver aid to developing countries. Recommendations made by the Paris Declaration in February/March 2005 added concrete targets and indicators for aid harmonization. The Presidents of Chad, Mali and Sierra Leone recently unveiled major food security programs, committing their own funds and appealing for matching donor engagement. More Culture & Development Aid Donors and Culture: How Understanding a Country’s Culture Promotes Aid Effectiveness Ethiopia’s ancient calendar is a pillar of local culture. But, when it comes to meeting its foreign aid reporting schedule, the Ethiopian calendar does not conform to the fiscal calendar of its Western donors. Donors are gradually learning that, for effective development results, acknowledging the culture of the recipient countries is essential for local ownership of development projects. That means everything from translating donor documents into local languages and recognizing work patterns based on local holidays to harmonizing donor requirements to a country’s own priorities. It is not clear that the MDGs can be achieved without questioning growth-driven models of development placing neo-liberal visions of development at odds with the principles of human rights. MDG Goal 8, developing a global partnership for development, is an important point in the MDGs related to the "politics of development". Deconstruction of Goal 8 with respect to the concerns of gender equality can help in evaluating proposals made at the 49th session of the Commission on the Status of Women on engendering the MDGs. Who will decide the agenda for development—donors (the developed North) or the receiving states (the developing South)—is one of the considerations that needs attention. Trade liberalization benefits developing countries by helping expansion of export industries in global markets. Aids to foster such industries will help them secure more income from international trade. The objective is rather to act together in order to influence on governments to act against poverty and to achieve the MDGs than to reach absolute agreement on a detailed global policy platform.
