Special Report The requested resource (/editor/default/) is not available Contributors The Development Gateway Foundation would like to thank the people whose interviews have contributed to this Special Report on “Aid Harmonization: What Will It Take to Meet the MDGs?” They represent a range of stakeholders in global aid effectiveness whose insights provide first-hand knowledge about the complexity of donor harmonization. Combined with more than 30 comments from Development Gateway members in “From Our Members,” many of them development practitioners, this Special Report illustrates why development aid is on the world’s center stage in the build-up to the UN’s MDG+5 Summit in September—and why a paradigm shift is under way now in donor-country relations. Mubariq Ahmad Mubariq Ahmad is executive director of World Wildlife Fund-Indonesia which maintains a program in Aceh province. Mr. Ahmad has worked as a macroeconomic analyst and natural resources/ environmental economist in Indonesia since 1984 and, since 1991, with NGO communities on environmental issues. He was formerly Executive Director of Lembaga Ekolabel, Jakarta, and Senior National Resource Economist for a USAID-funded project. He holds a Ph.D. in Natural Resources and Environmental Economics from Michigan State University (USA) and a B.A. from University of Indonesia. Eric de Haas Eric de Haas is currently President of the Australia Indonesia Business Council. He is an Australian Chartered Accountant and Certified Internal Auditor, with several years experience in Australia and Europe and 18 years experience in Indonesia. This year, Mr. de Haas has led the Australian delegation to the Australia Indonesia Ministerial Forum Business Dialogue in March 2005. Chris Hall Chris Hall is the World Bank’s Program Coordinator, Program Coordinator, Harmonization and Alignment, for the Policy Review and Dissemination Group (OPCPD). His program maintains and operates the website Aid Harmonization & Alignment for the international community, including the donor community as well as partner countries. Michael J. Hofmann Michael J. Hofmann is Director General in the German Federal Ministry for Economic Cooperation and Development (BMZ). Previously a research fellow at the German Development Institute, he has written extensively on development issues. He was an advisor on international affairs to former German Chancellor Willy Brandt and has served as international secretary and chief of staff for the chairman for the Social Democratic Party (SPD). He holds a Ph.D. from Free University in Berlin. Sabine Joukes Sabine Joukes is Deputy for Coordination and Communications, Multi-Donor Trust Fund for Aceh and Northern Sumatra (MDTFANS), World Bank – Indonesia. Rezaul Karim Rezaul Karim is the UNDP Resident Capacity Development Advisor in Laos, supporting UNDP’s poverty reduction-support good governance initiative in the Province of Luang Prabang, Lao PDR. He has worked 28 years in international development cooperation, capacity building and technical assistance management expertise working with the public sector agencies in Canada as well as with several UN agencies and INGOs in Anglophone Africa and in Southeast Asia region. He has an MPH in international and population planning and an MA in Social Welfare Administration. Mauricio Gómez Lacayo Mauricio Gómez Lacayo is Vice Minister of Economic Relations and Cooperation, Ministry of International Affairs of Nicaragua. Previously he was General Coordinator of International Cooperation and Director General of Multilateral Aid for Nicaragua. In October 2004, he coordinated in Managua, Nicaragua, the first OECD meeting of all 14 partner recipient countries, launching the PartnerCountries.org website from Managua. A native of Nicaragua, he holds a law degree from Temple University, Philadelphia, Pennsylvania (USA). Joe Leitmann Joe Leitmann is the World Bank’s environment coordinator for Indonesia and manager of the Multi-Donor Trust Fund for Aceh and North Sumatra, a $500 million pool of resources to assist with the recovery of areas in Indonesia devastated by the tsunami and earthquakes. During his 20-year career with the World Bank, he has had multi-year field assignments in Turkey, Brazil and Indonesia. Leitmann began his career in development work as a U.S. Peace Corps volunteer. He holds a PhD in City and Regional Planning from the University of California/Berkeley. John W. MacArthur John W. McArthur, Deputy Director of the UN Millennium Project, is co-author of "Investing in Development: A Practical Plan to Achieve the Millennium Development Goals." Previously a Research Fellow at the Center for International Development at Harvard University, he co-edited Harvard’s Global Competitiveness Report 2001-2002 with Michael Porter, Jeffrey D. Sachs, Peter Cornelius and Klaus Schwab. John holds an MPhil in Economics from Oxford University and a B.A. from the University of British Columbia in his native Canada. Richard Manning Richard Manning has been Chair of the OECD's Development Assistance Committee (DAC) since 2003. A British citizen, he was former Director General for Policy at the U.K. Department for International Development (DFID). He worked for DFID and its predecessor agencies since 1965, including periods spent serving in West Africa and South East Asia and as Alternate Executive Director of the World Bank. He was Chair of a DAC Task Force on Donor Practices which in 2003 produced a report on "Harmonising Donor Practices for Effective Aid Delivery." Kumi Naidoo Kumi Naidoo is the Secretary General and CEO of CIVICUS: World Alliance for Citizen Participation, an international alliance of organisations dedicated to strengthening citizen participation and civil society worldwide. He was the founding director of the South African NGO Coalition and served on the task team which drafted new NGO legislation for that country. He was appointed by the UN Secretary-General to the Panel of Eminent Persons on UN Civil Society Relations and is also a member of the steering committee of the World Economic Forum’s Global Governance Initiative. Dr Naidoo holds a doctorate in political science from Oxford University, where he was a Rhodes Scholar. He currently serves as the chairperson of the Partnership for Transparency Fund, which supports civil society efforts to eradicate corruption, and as the chairperson of the International Facilitation Group of the Global Call to Action against Poverty campaign. Jorge Perez Jorge Perez is a Policy and Programming Specialist at the Inter-American Development Bank (IADB) Office of Planning and Development Effectiveness. In his 15-year career at IADB, he has been involved in the development of Energy and Infrastructure Projects and the reform of the Electricity Sector in several LAC countries, including Haiti, Dominican Republic, Panama, and Argentina. A native of Bolivia, he has also worked by Canada’s CIDA and Bell Canada. Initially trained as a Civil Engineer, he holds a Doctorate in Economics of Energy from the University of Grenoble, France (1971) and a Ph.D. in Economics at Concordia University (1985), in Montreal. Paolo de Renzio Paolo de Renzio is a Research Fellow in the Centre for Aid and Public Expenditures (CAPE) at the Overseas Development Institute in London. He is the lead researcher for an ODI study on "Incentives for Harmonisation in Aid Agencies", a report for a high-level forum 2005 between DFID and OECD. A native of Italy, he is a former Programme Officer for UNDP in Mozambique and a Senior Policy Adviser in the Office of National Planning and Implementation in Papua New Guinea. James E. Rockett James Rockett has been Resident Director of Asia Development Bank's North American Representative Office since 2004. His 27 year career with ADB has included responsibility for more than 50 bank financed development projects in the Asia and Pacific region with a total investment of more than $5 billion. He was formerly ADB Manager, Energy Division (West) of the Infrastructure and Financial Sectors Department (West), starting his career in 1969 as an electrical engineer with the State Electricity Commission of Queensland, Government of Queensland, Australia. Soumana Sako Soumana Sako has been Executive Director of the African Capacity Building Foundation, based in Zimbabwe, since 1999. Formerly, he was prime minister, head of the transitional government, and finance minister for the government of Mali. Previously he was Professor of Public Finance and Development Economics at the National University of Mali. He holds a Ph.D. in Public Policy Research and Analysis in Economic and Social Development from the University of Pittsburgh, Pennsylvania (USA). Kasuo Sunaga Kazuo Sunaga, Minister of the Permanent Mission of Japan to the United Nations in New York, was Director of the Economic Cooperation Bureau of the Japanese The requested resource (/editor/default/) is not availableMinistry of Foreign Affairs where he was responsible for Japan’s Overseas Development Assistance charter. He is the author of the November 2004 paper "The Reshaping of Japan's Official Development Assistance (ODA) Charter". At the UN, he recently served as Vice President of the 14th session of the High-Level Committee on South-South Cooperation. Formerly, Mr. Sunaga served at the Permanent Mission of Japan in Geneva where he has involved in trade negotiations related to the World Trade Organization. From 2003 to 2004 he was a Professional Fellow in the School of International Public Affairs (SIPA) at Columbia University.
