Under the leadership of the World Bank, the OECD, regional development banks and the French government, a high level forum entitled "Joint Progress Toward Enhanced Aid Effectiveness: Harmonization, Alignment, Results" is being held in Paris from 28 February - 2 March 2005, reports Le Monde Economie (France). This Forum is assessing the progress achieved in making aid more efficient since the adoption in 2003 of the Rome Declaration, which called for a better coordination of aid strategies amongst donors. “There are all the reasons to think that donors’ different approaches are partly causing the mediocre results of aid,” Donald J. Johnson, OECD Secretary-General, and Richard Manning, president of the OECD’s Development Cooperation Directorate (DAC), explain. Progress is slim for now and limited to a few “success stories.” In Paris, the major donors will have to agree to results by adopting a series of indicators that will permit the evaluation of the efforts made by all parties. The DAC will have to keep track of initiatives and rate them. In a world where the actors are used to keeping to themselves, this looks like a small revolution, the daily notes.
