With participants from civil society, academic and private sector, as well as from international organizations, a series of seminars and workshops were organized tackling the relevant subjects for the development of the Information Society. In their intergovernmental sessions, Ministers from Latin American and Caribbean countries approved: 1) a political compromise which represents the official contribution and position of the region for the second phase of the World Summit on Information Society 2) a Plan of Action (eLAC2007) which points out measurable objectives and concrete activities based on the WSIS Action Plan.
It should be noted that
(1) The mentioned documents where approve by full consent of all represented governments
(2) LAC is the first region to define such an intermediate step (2007 whilst WSIS Action Plan heads for 2015)
(3) The agreed-upon action plan is the first to establish follow-up and evaluation beyond Tunis.
To our pride - the tiny Nicaragua was elected unanimously to report for the whole region about the political declaration and the action plan at the Prep-Com III in Geneva. Notwithstanding our very limited possibilities as a country, we were able to mobilize within Nicaragua about 50 experts from all sectors to contribute actively defining not a Government but a Country position towards elac-2007
