Following the decentralisation of many government functions to regional governments in 2001-2002, Czech public administration must enter a phase of simplification and measures to increase transparency. The most important aspects of this phase are the establishment of transparent decision-making processes and control mechanisms in individual units of public administration, clear definition of the competencies and duties of individual officials and elected representatives including their training and education, abolition of unnecessary regulations, introduction of clear rules for the allocation of public contracts, effective mechanisms for preventing conflicts of interests and the gradual introduction of elements of "e-government". All these changes should make the activities of public administration more transparent, thereby restricting the space for corruption.
TIC therefore decided to initiate a project which would concentrate on the above areas at the level of Regional Governments (RG's). RG's are mainly appeal organs for decisions issued by lower levels of public administration (towns and municipalities), but increased transparency in their operation will nevertheless have a positive influence on the latter.
