Public procurement in Russia has gone up from 146 billion roubles in 1999 to 615 billion roubles in 2003. The federal budget has been increasing sharply over previous years, resulting also in significant increases in Public Procurement volume. Still, the Russian Government estimates that savings could be made up to 10-15%, if public procurement rules were properly implemented and followed.
