Governing through a network of public, private, and non-profit organizations -- as opposed to direct service delivery -- is quickly emerging as the dominant mode of American government. In their new book, Governing by Network: The New Shape of the Public Sector, government reform experts Stephen Goldsmith and William Eggers say that many public officials have not yet refined their approach to managing a government that does less by itself and more through third parties.
