The organization expresses its strong commitment to "proposals to change UNEP into a specialized UN Environment Organization, with universal membership". It also requires such a UNEO to focus on "ensuring compliance with international environmental law and in challenging the policies of the global economic institutions the WTO, World Bank and IMF that often severely limit and undermine the implementation of sustainable development policies".
